The Culture for Recovery Platform (CuRe) is a cross-sectoral initiative designed to strengthen the role of culture as a catalyst for national restoration, social cohesion, and sustainable development. It seeks to unite national and int
ernational partners, government bodies, experts, civil society, cultural institutions, and grassroots initiatives to implement collaborative solutions that place culture at the heart of the post-war reconstruction and transformation processes.
PREREQUISITES FOR THE CREATION OF THE PLATFORM
Ukraine’s experience during the full-scale war proves that the conflict is fought not only over territories but also over cultural identity. In the face of the challenges ahead, culture serves not only as a carrier of memory but also as a tool for resistance, healing, integration, and trust. That is why we choose not to postpone cultural issues “for later,” but to integrate culture into the fundamental planning of recovery starting today.
THE STARTING POINT:
THE FIRST INTERNATIONAL CONFERENCE “COOPERATION FOR RESILIENCE” IN UZHHOROD
In February 2025, Ukraine hosted its first International Conference, “Cooperation for Resilience”, organised by the Ministry of Culture and Strategic Communications of Ukraine, with the support of UNESCO, in partnership with European countries and international organisations. The outcome was the adoption of the “Declaration on Strengthening Cultural Sector Resilience in Ukraine”, which officially recognised culture as a key factor in sustainable recovery, democratic transformation, and societal trust.
CuRe: Culture for Recovery Platform is a logical continuation of these decisions. It addresses the challenges outlined in the “Uzhhorod Declaration” and provides a practical tool for implementing its fourth point through partner programs, pilot projects, knowledge exchange, and community support.
The platform is a harmonious part of the broader initiative — the Culture Resilience Alliance. Our goal is for every school, hospital, infrastructure object, and cultural space that will be restored to speak the language of culture, provide a sense of home, and reflect the dignity, identity, and strength of Ukrainians.

To deepen the integration of culture and creative industries into recovery efforts through international partnership, joint actions, and education.
OBJECTIVES
To establish a community of partners that integrates culture into all aspects of physical, social, and economic rebuilding across Ukraine
To strengthen community capacities through access to knowledge, resources, and methodologies for cultural recovery
To ensure the sustained presence of cultural factors in policies, infrastructure projects, and human capital development.
